The Navy's proposal to revitalize the 70.3-acre OTC to provide new facilities for NAVWAR continues to move forward. The Navy is working closely with selected developer Manchester/Edgemoor LLC to potentially revitalize the site. The Naval Base Point Loma OTC is home to Naval Information Warfare Systems Command (NAVWAR). NAVWAR needs new mission-capable and modern facilities to support its cyber security mission. The Navy is considering plans to maximize the value of approximately 70.3 acres of Navy-owned underutilized property at the OTC to support NAVWAR needs. NAVWAR provides approximately $3.3 billion annually to the San Diego regional economy. The potential redevelopment would bring additional economic benefits to the region through the construction and operation of new commercial, residential, and transportation facilities.
The Navy is continuing to evaluate potential environmental impacts of Manchester/Edgemoor's proposal in accordance with the National Environmental Policy Act. Future redevelopment of the site is dependent on the Navy selecting a leasing initiative alternative in the Record of Decision.
The Navy’s proposal to revitalize the 70.3-acre OTC to provide new facilities for NAVWAR continues to move forward. The Navy is working closely with selected potential master developer Manchester/Edgemoor to potentially revitalize the site. The Navy is currently in the environmental review process as required by the National Environmental Policy Act (NEPA) to assess potential environmental impacts of revitalization. The Navy is updating environmental analyses from the 2021 Draft Environmental Impact Statement (EIS) using site-specific details from Manchester/Edgemoor and will publish a Revised Draft EIS for public review and comment. There will be public engagement opportunities during the public comment period, and the Navy will consider substantive comments on the Revised Draft EIS before issuing a Final EIS and Record of Decision. The Navy and Manchester/Edgemoor are committed to remaining engaged with the community throughout all phases of the project.
The Navy anticipates publishing a Revised Draft EIS in 2027. Details of future public engagement opportunities will be announced when scheduled.
